Process Safety Management

OSHA’s most comprehensive chemical safety regulation is called Process Safety Management of Highly Hazardous Chemicals. This standard applies directly to companies with 10,000 lbs. of a hazardous or flammable chemical stored or used on-site.  Also, your company could be required to be in compliance with most or all of the PSM requirements with under 10,000 lbs. of a hazardous chemical depending on the chemical.

The Standard is intended to prevent or minimize the consequences of a catastrophic release of toxic, reactive, flammable, or explosive, highly hazardous chemicals from a process. A “process” is defined by OSHA as “any activity or combination of activities including any use, storage, manufacturing, handling, or the on-site movement of highly hazardous chemicals.” A process includes “any group of vessels that are interconnected and separate vessels that are located such that a highly hazardous chemical could be involved in a potential release.”

What is Process Safety Management?

Process Safety Management (PSM) is the standard by which employers identify, evaluate, and control the hazards associated with the highly hazardous chemicals used in their processes. A key provision of the standard requires employers to conduct a thorough risk analysis of the entire operating process. This assessment is known as a PHA, or process hazard analysis.
